Applications are open for the courses of Portuguese as a Host Language (PLA), which will start in September at Camilo Castelo Branco High School, a reference entity in the municipality of Famalicão, during after-work hours.
These courses are intended for adult migrants in Portugal to learn the language in order to increase their capacity of expression and understanding in Portuguese, and to facilitate their social, professional and civic integration process. In this way, it also contributes to the prevention of discrimination based on origin and the promotion of equality. This measure consists of a set of training actions in Portuguese language aimed at migrants who settle in Portugal.
This training is aimed at adult migrant citizens aged 18 or over, unemployed or actively employed, whose mother tongue is not Portuguese and/or who do not have basic, intermediate or advanced skills, according to the Common European Framework of Reference for Languages
: Learning, Teaching, Assessment (CEFR).
The recipients must hold a residence permit, in accordance with the national legislation applicable to foreign citizens, or must present one of the following documents: a) Proof that the procedure to obtain, renew or extend the residence permit has been started, within the scope of the regularisation process; b) Proof of admission of the asylum application and whose process is pending; c) Proof of attribution of the Social Security Identification Number (NISS).
The National Plan for the Implementation of the Global Migration Pact, approved through the Resolution of the Council of Ministers No. 141/2019 of 20 August, defined a set of measures that allow the design of a national response on migration issues, among which is included the publication of Ordinance No. 183/2020 of 5 August, which creates the courses of Portuguese as a Host Language - PLA Courses, as well as the rules governing their organization, operation and certification.
In addition to these courses, migrant adults have access to lifelong learning, which in the case of adults with low qualifications or who do not have or cannot obtain a document proving their qualifications, covered by this decree-law, are accompanied by the Centro Qualifica with the aim of guiding them to other training offers or other qualification paths that allow them to improve their school and professional qualifications, namely through processes of recognition, validation and certification of skills and recognition of non-higher education qualifications obtained abroad.
